Power BI Premium Capacity

Enterprise-wide reporting

Note: Users do not require a Power BI licence if reports are distributed as exported files such as PDF, PowerPoint, or Word documents. A licence is only required when users need to access or interact with live dashboards and reports within the Power BI service.

Part D

AI licence requirement

Copilot Credits are the common currency across Copilot capabilities. Unused monthly capacity does not carry over; capacity is enforced monthly.

Option A

Microsoft 365 Copilot licence (per user, per month)

A per-user, per-month subscription assigned to each person who uses AI features. It includes Copilot use rights for Microsoft 365 experiences, so licensed users can interact with agents in Microsoft 365 scenarios without consuming tenant Copilot Credits. Microsoft states this usage is within fair-use limits, though it has not defined what that means in terms of a credit allowance. Best when a defined set of users needs AI regularly — costs are fixed and predictable per person, and the licence also unlocks Copilot across Word, Excel, Outlook, Teams and other Microsoft 365 apps.

Option B

Copilot Credits (tenant-level, consumption-based)

Instead of licensing each user, the tenant buys a pool of Copilot Credits that AI usage draws down from. Credits are consumed per response/action and depend on task complexity; any user can benefit without an individual licence. Best when usage is shared, variable, or spread across many occasional users. There are three ways to buy credits:

  • Prepaid Copilot Credit pack

Best when you want predictable monthly costs for steady usage (used first, prevents surprise metering). One pack = 25,000 Copilot Credits per tenant per month; pack entitlements are used first, pay-as-you-go covers overages.

  • Pay-as-you-go meter

Best for bursty or uncertain usage and early-stage PoC; billed by consumption. Recommended as a safety net even when packs are purchased. Post-pay per Copilot Credit consumed (set up a billing policy in the Power Platform admin center).

  • Copilot Credit Pre-Purchase Plan (annual, tiered discount)

Best for organisations comfortable with annual forecasting and wanting discounts. Buy Commit Units (CCCU) that convert to Copilot Credits; intended for one-year, pay-upfront customers.

Common questions.

Do users really get unlimited access for one flat fee?

Yes. The pmo365 subscription is one flat monthly fee per organisation. Every employee, every app, every agent. No per-seat charges, ever. Microsoft licensing is separate, paid to Microsoft.

What if my organisation grows? Does the price change?

No. Whether you grow from 100 to 1,000 employees, the pmo365 subscription stays the same. Your Microsoft licensing scales separately, according to Microsoft's pricing.

How do I check what Microsoft licences we already have?

Your IT team can check in the Microsoft 365 admin centre under user licensing. Your Microsoft reseller can provide a written entitlement audit. We'll walk through it with you in the demo.

I already have Power Apps through my E5/E7 licence. Why do I still need a separate Power Apps licence for pmo365?

The Power Apps rights bundled into E5/E7 are the "seeded" tier — they only work with standard Microsoft 365 data sources (SharePoint, Outlook, Excel) and standard connectors. pmo365 runs on Dataverse, which seeded Power Apps does not support. Any user opening the pmo365 app needs a standalone Power Apps licence (Premium or PAYG), regardless of M365 tier.

What's the difference between Power Apps Premium and PAYG for pmo365 users?

Premium is a fixed per-user/per-month licence with unlimited app access. PAYG bills per active user per app per month via your Azure subscription, and you only pay for users in months they actually open the app. PAYG suits smaller or unpredictable-use populations; Premium suits users who'll be in the app regularly.

Does my existing Power BI Pro (from E5/E7) work for viewing pmo365 reports?

Yes — Power BI Pro, already included in E5/E7, is sufficient to view, share, and interact with pmo365's dashboards and reports. No separate Power BI licence is needed for report consumption.

Is Power Automate Premium needed?

For core pmo365 functionality, Power Automate is not needed. There are occasions when this may be required, typically when workflows need to be created with external systems, but this information will be provided to you during the planning phase and it is typically just for the service account.

I'm only approving requests via Teams or email — do I need any of these licences?

No Power Apps or Power BI licence is required for approval-only users. You do need a mailbox and the Power Automate capability seeded into your existing E3/E5/E7 licence — that's what delivers approval flows into Teams/email without needing a standalone licence.

Do I need Planner Plan 1 to use pmo365's scheduling features?

Only if you specifically want to use Planner Premium for scheduling. pmo365’s default "Native Scheduling" tool is included with the Power Apps licence at no extra cost — Planner Plan 1 is an optional add-on for people who prefer Planner Premium’s scheduling experience instead.

What about resource-only users who don't log into the app or view reports at all?

They don't need a Power Apps or Power BI licence. They're only shown in the system as an assignable resource (e.g. for capacity/scheduling purposes), not as an active user of the platform.

Is there a lock-in contract?

No. pmo365 is month-to-month. Cancel anytime. Your data stays in your Microsoft 365 tenant, where it always lived.

What's included in onboarding?

Tenant configuration, app deployment, integration setup, admin training, and rollout support. Onboarding typically runs two to four weeks. Included in your subscription.

What happens if I cancel?

Your pmo365 subscription stops. The apps and agents are deactivated from your tenant. Your data already lived on your Microsoft 365 tenant. It stays exactly where it is, in your control.
